A question for the techies/meteorological wizards

I have a question about HAARP and would appreciate any input that my very knowledgeable readers can provide. I'm not a scientist, so when I get into the deeper theoretical questions some of this information goes way over my head:  Please, simple explanations, preferably using words with 3 syllables or less, lol.

Is it possible to fake HAARP readings?  As in, would it be possible to put out another type of signal that would be confused with a genuine HAARP signal? It there any other type of signal/wave being used regularly that could be confused with HAARP activity?
