JW Anderson has done it, he has won the prestigious Emerging Talent Award at the British Fashion Awards. Presented by Pixie Geldoff, Anderson picked up his award at the ceremony in the London Savoy Hotel.

How is prenatal sequencing selling?

The short answer: Well enough.

The other day, I was reading Atul Gawande's excellent book Better: A Surgeon's Notes on Performance. The book examines different aspects of what makes a great physician, but also offers general lessons for the rest of us who are not doctors on how to improve whatever we do.

The book is so well written that I couldn't even put it down during dinner. Big mistake: The chapter on obstetrics and child birth, which describes some of the things that can go wrong during pregnancy and birth, caused me not to finish my meal.

A concern for things going wrong is probably the major reason why prenatal diagnostic tests of foetuses are so popular. These test include ultrasound, chorionic villus sampling, and amniocentesis. And for about a year now, also sequencing-based diagnostics.

I've described these tests beforeand will not do so again. Companies offering these diagnostics include Verinata, LifeCodexx, Ariosa, Natera, and Beijing Berry Genomics. However, the clear market leader is Sequenom.

When I last covered this topicin January, Sequenom had just started to sell it MateriT21 test. Back then, it wasn't clear whether it would sell well at all.

Now it is. The sales figures are in, and in the third quarter, Sequenom shifted an annualised 90,000 tests. No doubt they'll exceed their previous goal of 50,000 tests until the end of this year.

Initially, Sequenom charged $2,700 per test to insurers, which with 90,000 tests sold would be equivalent to annual revenues of $243 million. The cost of the tests probably has come down in the meantime, although it is not clear by how much, as this information to my knowledge isn't shared by insurers or by Sequenom.

Sequenom's reported quarterly revenues from diagnostic testing are however much lower than this, at $12.5 million (annualised $50 million). This suggests an income of less than $600 per test, which is much lower than I'd have expected.

It's likely that sales will keep rising, as there is still plenty room for expansion: Of the 4 million births in the United States each year, 750,000 are considered high risk, either because of maternal age or a family history of genetic problems. All of these pregnancies could potentially benefit from a prenatal sequencing test.

Bolivian Pres Evo Morales: Dec 21 is the end of hatred & the beginning of love

My Question is:  How many other world leaders know and understand this?  How many would admit to knowing this?

In MY opinion, the massive changes that are about to happen- politically and financially/economically - are due to the fact that the world leaders KNOW what December 21, 2012 means for humanity.  The push to oust the cabal began in earnest in the spring of 2011, when the non-aligned nations met and said "NO MORE!"  I believe that these people who began incredible change over, knew exactly WHY is was necessary to break the strangle hold of the Cabal over the people of this planet.

Bolivia announces the “end of Coca Cola and capitalism” for December 21

December 21, the austral summer solstice, will mark the end of Coca Cola and capitalism and the start of a new cosmic era of community spirit and love, announced Bolivia’s Foreign Minister David Choquehuanca.

According to the head of Bolivian diplomacy on that day marked by the Mayan calendar as the end of an era, will not be the end of the world as affirmed by some prophecies, but rather the beginning of a new life full of changes and respect for Mother Earth.

For this reason the Bolivian government is preparing a special ceremony to celebrate the summer solstice day in the Titicaca Lake shared by Bolivia and Peru at an altitude of 4.080 metres above sea level.

That day “will also mark the end of egoism, of division, it must be the end of Coca Cola” and the beginning of “mocochinchi” (a pop drink made out of dried peaches) and of “willcaparu” (a corn refreshment).

According to the “long counting” Maya calendar on 21 December 2012 will be the end of a civilization and the beginning of another one that implies spiritual transition towards a new cosmic conscience.

The first of the seven Mayan prophecies says that on that day humanity will have to choose between disappearing as a thinking species which threatens to destroy the planet, or evolve towards the harmonic integration with the entire universe.

For Choquehuanca that day will signal “the end of the Macha, the end of hatred, the end of capitalism” and the beginning of “la Pacha, the start of love, of community spirit”. The Foreign minister announced that to welcome Pacha the Bolivian government is preparing a ceremony in the island of the Sun with the attendance of 50.000 indigenous members from different countries.

Choquehuanca made the announcements during a ceremony next to President Evo Morales and Vice-president Alvaro García in which a contract was signed to construct an airport in Copacabana, the main Catholic sanctuary of Bolivia, 120 kilometres west of La Paz.

"OUTCOME PREDICTION" AT GAO

In 1996, the Government Accountability Office (GAO), began using a type of alternative dispute resolution (ADR) known as "outcome prediction".  It usually takes place after all the parties have thoroughly briefed the issues raised in the original and supplemental protests, an evidentiary hearing has taken place (which is fairly rare), and all that is left is the GAO decision.  It typically involves a conference call convened by the GAO attorney handling the case.  The purpose is to explain to the parties the likely success or failure of their legal arguments. Although the prediction is not a formal decision, it is vetted up the ladder of authority within GAO before announced to the parties.

The willingness to provide an outcome prediction is generally an indication that the protest is viewed as meritorious such that a reasonable agency inquiry into the protest would show facts disclosing the protester's arguments had merit.  GAO may well tell the parties that the protest will be sustained if the decision actually is written up.  The agency then is left with the option of allowing GAO to issue its decision or the agency may decide to take corrective action.  If the agency concedes and agrees to take corrective action, the case is dismissed by GAO as academic.  In the past, this often left the protester with no real remedy since the corrective action might or might not actually be taken and, of course, result in a further protest.  But GAO is making things better by being more specific on its outcome prediction recommendation.

The new GAO best practice is to make it clear what corrective action it is recommending.  The protester, meanwhile, is still left out in the cold with no control over whether the agency decides to take corrective action and the form it will take.  GAO correctly is not only making its recommendation clear, it also recites the action the agency agrees to take in its dismissal letter.  If GAO is clear in its recommendation and reduces it to writing, there now is a chance the agency will bind itself to actually taking the corrective action recommended.

In the end, however, the protester prevailing in an outcome prediction lacks assurance that the challenged procurement violations will not be repeated.  Hence, protests following corrective action are not uncommon.  But GAO has paved the way to meaningful corrective action by making its outcome predictions contain recommendations that instruct the agency on the proper corrective action.

The problem of an agency announcing corrective action before outcome prediction remains.  If any agency concedes before outcome prediction it can avoid GAO's recommendation and take the action it unilaterally decides to take.  Although this approach is laudable in some cases, it can also lead to mischief and leave the protester without any control over its protest.  The protester can, however, protest anew if the corrective action is flawed.

All in all, we applaud GAO's efforts to dispose of cases by outcome prediction. Although most protesters would prefer GAO issue a written decision sustaining their protests, if GAO is specific enough in its outcome prediction and the agency agrees to do what GAO recommends, the result will be the same.

Solar Update Nov 29: A Renaissance in Consciousness

I started writing this article yesterday, and then got side tracked by Life the Universe and Everything.

Our lovely Sol is tossing off solar flares once again after a very short break. Two M Class flares- 1.0 & 1.2 two days ago, and an M 2.2 late last night.  But even during the small break from flares, the sun has been sending a constant stream of CMEs from filaments tearing off.  Not all the CMEs have been Earth facing, but there have been a fair share that have been- we are expecting two directly earth facing CMEs today through to tomorrow and some minor geomagnetic activity.

More M-class flares will probably occur in the coming 48 hours in one or both of these active regions. NOAA/SWPC forecasters estimate 35% chance of M-class and 5% chance of X-class solar flares.

Region 1623 also grew significantly in areal coverage but the magnetic complexity is difficult to determine with its proximity to the limb.

A proton event is possible in case of a strong flare in any of these two sunspot groups due to their position in the western solar hemisphere.
The Earth is currently inside a slow (around 380 km/s) solar wind flow with average (around 4 nT) interplanetary magnetic field magnitude.

The arrival of the interplanetary shock driven by the ICME corresponding to the partial halo CME observed on the Sun yesterday is expected on November 30, 2012. As a result we can expect active to minor storm geomagnetic conditions. Isolated unsettled periods are possible through December 1, 2012 due to coronal hole high-speed stream effects.

I have always thought that solar energy is one of the greatest factors in our evolution of consciousness- hence my intense interest in Sol's endless dance of light.  Reading Daniel's paper on "Geoengineering, Chemtrails, HAARP, World Orders, Time Lines & Ascension"  really gave me a boost of "Eureka!!" as he directly linked the activity on and in our sun to the energetic changes happening to us, our planet, and our solar system.

A Renaissance in Consciousness


Solar cycles and their activity play an intimate part in the unfoldment of human consciousness. Solar flares affect the Central Nervous System (stomach lining), all brain activity (including equilibrium), all human and animal behavior and all psychophysiological (mental-emotional-physical) response.

Solar flares can cause some people to be nervous, anxious, worrisome, jittery, irritable, lethargic, to have short term memory loss, to feel nauseous, queasy, and have prolonged head pressure or head aches. They can also cause trouble with the radio, phone, Internet, computers, and all forms of communication--both human and technological.

Solar activity can also be stimulating, invigorating, illuminating, and create a heightened sense of awareness, and it can enhance vision and creativity tremendously. It especially stimulates the pineal gland in the brain, which is our center of vision and creativity. The pineal gland is a "neuroendocrine transducer" that converts gravitational-magnetic signals into chemical hormonal responses that control, via the hypothalamus, the pituitary gland. The pituitary is the master control center of the brain that governs the rest of the neurological system. This information expresses into the cellular structure of the individual--essentially into the molecular matrix of the cell in a "DNA Illumination Sequence" that is responsible for our evolutionary awakening. How a person experiences enhanced solar activity is a function of the resonance of their physical neurology. If a person is crystalized with mental, emotional and physical blockages, then increase solar activity may seem uncomfortable. It is like trying to get something to improve in vibrational resonance that has resistance to do so. It a person has a more refined neurological resonance, that is for people that have done the inner work to clear mental, emotional and physical crystallizations, then enhanced solar activity is enlivening, and gives one a heightened perceptual awareness. In addition, if a person's pineal gland is severely calcified, which is common amongst most humans and generally occurs at age six, partly due to the stifling of extra-sensory awareness and creativity when very young, then the pineal is not able to respond (vibrate) to increase "light" solar activity as it should.

Solar activity, although dramatic, catalyzes, and is essential for our evolutionary process by stimulating radical change and transformation in the organizational foundation of matter, energy and consciousness. Solar activity plays an intimate role along with the dynamic transition in Earth's precessional cycle, and the erect precessional cross which occurred around 1998-2000 A.D. and which began the "time of change" in Earth's ~25,000-year "Evolutionary Cycle of the Soul." Solar flare activity and other stellar explosions (supernovas) are the primary catalysts that stimulate a renaissance in consciousness. I would rather not post a reply, but this is just a great opportunity to nail the disinfo people such as JJ (Smith) Outlaw. The document you are looking at is one big joke. I am 
going to take it with me when I visit with Edy Seno. Everyone who knows Edy realizes this is a big gaff, and of course we know who photoshopped this from a similar document put out in August that was discredited. No, it is not Scott this time, and it is time to stop kicking him. He looks like hell and needs a break, and if anything I was too tough on him, but he is the expert in such situations, and I am sure he will have lots to say as well on his own behalf.

Whoever put this together is a Clown, a Prankster, a Silly Fool, and I will try to share only a little of what is wrong here. First of all, Ray Dam is not affiliated with Edy Seno in any way.  Beyu Soekarno is not involved with Edy in any way. It is the OITC not IOTC. Flashing back in time to the ‘Scott War’, it was clear to me that they (Scott and Wagoner) after getting caught by me had to scurry to cover their tracks, so that no one would know what they were up to. They then ran to Beyu Soekarno telling him that I screwed up their Trade. In fact, however, it was those actually working with Beyu, wishing to use him, as well as my connections—without my knowledge and behind my back—who, when they weren’t allowed to do so, got him to sign a Cease and Desist Order, blaming me for everything. Then the Wagoner bunch ran to Edy Seno, who was in the hospital and lied and used Nelu’s name to get in to talk to him. They then proceeded to tell him that the case would not be refiled, so he should issue a Cease and Desist Order, which they just happened to have in their pockets at the time.

Seno did sign it.

Of course, you would think that left me standing without my pants, but to the contrary! I was in the position of strength: You see, Seno’s mandate expired in 1998! What this means is that none of the 2.5% Family Heritance Guarantee was issued to the Soekarno Trust at all. During the years the Mandate was valid the West never gave them a dime, yet the Indonesian Elders did continue to protect all the assets as though they were their own. No—in case you haven’t realize it—the system was set up initially so it could be hijacked. Thank God the Elders, who live on a different spiritual plane, not one of greed but one of integrity, stood strong and defended the assets and humankind from a potential disaster.

So how was the Soekarno Trust to get paid after the expiration of the Mandate?

By attaching it to my lawsuit. By making it valid. By making it part of the settlement!!!!

Let me say here, also, that Beyu is still out in the cold, and my connections might help him verify his assets. As a matter of fact, Bonsu Soekarno, Beyu’s borther, is possibly the most learned person in the history of the Collateral Accounts, and he would be most welcome to participate in the legal actions of the suit itself. He is remarkably brilliant in his understandings of the Collateral Books.

The publicity alone was driving the Cabal mad—even though it was only on the internet. If they separated themselves from me they had nothing. What could Wagoner do? He wanted Alex Lee Ling Soon, a highly respected Singaporean businessman, to pay his expenses so he could go on a fact-finding mission. Alex said, “NO!” He knows when he smells a Rat. He understood that Wagoner, a man who falsely identifies himself as the son of David Rockefeller’s sister, could do nothing. On the other hand, Wagoner told Seno and Alex that he would deal with the BIS and the World Bank—and every other damned place, too, including the Monaco Group, which he had no chance of ever getting close to.

What I am trying to say is that the scam or plan to remove me was on, but they had no weapons to fight with. You cannot go to a war with a Pop Gun, and this is what they had. Our friend Drake received phone calls from them crying hysterically in the middle of the night that I was ruining their reputations, but what sort of reputations do they think they had? Then Drake told them he was going to do his own due diligence, and when he did, what he learned and came back with stunned them so much they never bothered calling again. Sorry buddy, no one home!!!

This kept on for a while, and now we have this photoshopped document we saw months ago, which at that time was vetted as a fraud. It re-surfaces now and gives me a chance to actually respond to it. So I will make it short and sweet. This piece of crap has nothing to do with Edy Seno. Edy Seno is more than a business associate; he is my friend! The document is phony from top to bottom. There are so many holes in it you can drive a truck through it.

For instance, you do realize that the Soekarno Trust has nothing to do with the UBS, don’t you? And you understand that Edy Seno never signs anything without putting his thumbprint on it, right? If so, then you know something the composer of this piece of garbage did not know, and if you did not know, you know now.

I could easily go tit for tat with JJ Smith, who posted this on his site, but let’s let him live for another day. He is a disinfo agent—and most probably gets paid for doing it. At one time I spoke with him, but was told to stay far away from him, so I did.  There is so much more to tell you, but let’s cut it short because I’m very busy. Not my style, I know, but I am in Indonesia composing this response and meeting with the infamous Dr. Seno in a couple of days. As I have said, he is a friend, and we probably will have many laughs over this. As for JJ, he can role this phony Cease and Desist document into tubular form, and I’m sure he will then know what to do with it.

You know, though, it really is not funny that people who hope that someone, somewhere is being straight with them actually find out they are being nothing of the kind. For this reason I’ve taken the time to state the above—and remember if I do not win there will be no funds for anyone, because the mandate in this document has expired, and they have nothing to hang their hats on. There is no way for them to recover their losses, there is no way for them to recover a dime. Let me repeat in closing that the plan is to include Edy Seno, who is the real representative of the now-expired Soekarno Trust Mandate, in the final Settlement.

Do not worry, I am doing my best for all, and please do not believe such nonsense coming from those that really just wish to use us people without putting in the time, effort, and hard work.

I wish you all the best and pray that someday we all just might share a celebratory drink together once we raise our arms in victory.

I knew that posting the Cease & Desist orders from Dr. Soekanto to Neil Keenan was most likely going to cause a lot of contention, and I spent several hours discussing the situation with several people- friends and sources- while deciding whether to post the information or not.

And of course, during the night while I wasn't around, a shitstorm blew up which I would like to address.

I was speaking with Mr. Keenan last night as he tried to post two rebuttals, and neither of them were accepted and published at this site. This information is a bunch of lies and this site in my opinion has been totally discredited.

I got up in the night to see if his replies had been published, but they still had not. When I tried to publish info here, the incoming energies (or something) threw me off line until I got up this morning.

Put very succinctly, Mr. Keenan said that this man would never sign such a document without his thumb print!! Mr. Keenan, who doesn’t back away from incredible lies like this had a lot more to say about this, and he is welcome to publish it here. Those people who were commenting, particularly someone named Ariel doesn’t have a clue – not a clue!

There is no sense trying to state this on the actual site, because I doubt they would publish my words either. so please viralize my statement. I wouldn’t visit this site again, just as I wouldn’t visit Cobra, or Caspar, or Tom Heneghan. As I have long said, these sites are all total disinfo sites, believe me!!!! Now I include this site, as well.

I will see if I can get in touch with Mr. Keenan to see if he wants to publish a comment here.

The very first thing I want to say is that ANYONE who posts comment here on RTS knows that I have removed all moderation on the comments and ALL comments are posted as soon as the person hits "Publish".  If Keenan had an issue with publishing a comment in response to the article, then it is a technical problem on his end, because the 111 other people who had commented between last night and this morning seemed to have no issues what so ever.

Secondly, as I said to the commenter above, if Neil wanted to address the article I posted in any way, shape, or form, he know's exactly where to find me.  I haven't received a single skype message from Neil in weeks and weeks.  I haven't blocked him (I re-verified that last night and this morning) and I haven't received an email from him to either of my accounts (and he has both addresses), I've checked my spam folders both here and on my email accounts,  nor has he made any other attempt to communicate with me.

BUT.... Neil did make a big deal of going after a friend of mine who simply posted the article in a skype room that he runs.  My friend has given me permission to post that message here:

My friend posted the article in a PRIVATE intel room that HE runs on Skype.  That's it.  Neil chose to rant at him and throw school yard insults.

So, instead of contacting me and asking questions about where I received the documents from, or how I got them, or even asking me if we could discuss the documents, Keenan chose to bash a friend of mine, who is not even remotely involved, and run to someone who runs another site and tell her lies about how I'm blocking him from responding on my site.

Jean, in response: I'm sorry that you felt that I wouldn't share your comments or concerns here on RTS.  I have assured people over and over on this site that I will always respect someone's Right to their personal opinion and their Right to freedom of Speech. I harbour no grudges.

Many people have been caught up in the web that Keenan has spun.  I would take note of how many of them are still associating with, or even talking about him now.

TO IMPROVE PROCUREMENT, REHIRE RETIREES TO TRAIN YOUNG WORKFORCE

Frank Kendall, the Pentagon’s top acquisition executive, was recently quoted as saying he is looking for ways to creatively transfer the expertise of experienced people leaving the workforce to the new generation and give people the experience they need to develop their skills and careers. The problem with today’s federal procurement workforce is that experienced hands are leaving, leadership is under performing in finding ways to transfer expertise to the new generation, and many younger workers lack the requisite initiative to find and pursue best-practice experiences.

One of the main problems is poor communication between federal procurement staffs and industry.

The Office of Management and Budget’s Office of Federal Procurement Policy (OFPP) has tried to fix the problem. In February 2011 and again in May 2012, OFPP officials issued memos to the federal acquisition community in hopes of prompting a more healthy and engaged dialogue between federal procurement staffs and vendors. These memos were titled, “Myth-busting: Addressing misconceptions to improve communication with industry during the acquisition process.”

The memos encourage “early, frequent and constructive engagement with industry,” especially in cases involving complex, high-risk procurements. In short, the memos say feds need to buy more like it’s done in the commercial world. They need to talk more with industry to find out how it’s done and how commercial products and services can fill government needs. Talking more with industry also helps the feds by encouraging private innovation and by learning how to take advantage of it. But these myth-busting guides languish at many agencies. The word just does not get to the field.

Communication isn’t the only problem. Among the most serious is the emphasis feds place on “lowest price, technically acceptable” procurement actions. When the government overused detailed design specifications, performance specifications were born. Detailed requirements lend themselves to pass or fail technical evaluation and award to the lowest price. But we’re now in the performance specification era where “best value” trade-offs should rule. Performance specifications and lowest price technically acceptable selection are a bad mix. Poor leadership at the top and inexperience at the bottom have created this problem.

There is such a thing as the wisdom of the ages in federal procurement. We’ve learned that fixed prices for ill-defined statements of work are a bad idea. We’ve also flirted with the notion that buying like the commercial world can be a good idea. We’ve also learned that full and open debriefings prevent more protests than they encourage and that cooperation and communication with the contractor not only are legal requirements, they also help assure successful contractor performance. There is a vast storehouse of valuable best-practice information in the memory of the retiring workforce on any number of subjects relevant to today’s procurement activities.

Kendall is looking for “ways to creatively transfer” this book of wisdom to the new generation of acquisition workers. We see a simple solution that will take some hard work. First, OFPP needs to write more memos like the myth-busters memos. It needs to update and expand on its 1994 best practices for contract administration guide.

Senior acquisition executives who receive the OFPP memos need to do a better job of leadership in making sure the word gets to the field. They also need to be held accountable for making sure best practices are in fact practiced in the field. Finally, the new generation needs to find the winners, understand their winning ways and adopt the practices experience has taught will work. In other words, the new generation need to exercise better initiative in finding the wisdom of the ages in procurement.

How do you creatively transfer that expertise? We propose that the retiring generation assist OFPP in writing down best practices for contract formation and administration. Senior acquisition executives need to commit to making sure the word gets to the field. And the new generation needs to exercise initiative in finding the best-practice experience and in following it.

Start with communication. The myth-busting memos are the model. Those best practices have been vetted thoroughly by the most experienced professionals in the business.

It’s not enough to lament the loss of experienced contract people and hope some magical management formula can fill the void. It’s a simple matter of passing on the wisdom of the ages. Rehire the retirees. Ask them to help OFPP put together the best-practice guide. Write it down, push it down and supervise its implementation.
